Cindy Nell (#16) only made the Top 10 at the 1999 Miss Surf pageant in Strand during December 1998, but 4 years later she was crowned Miss South Africa. She went on to achieve South Africa's highest placement in 20 years at the 2003 Miss Universe pageant.Sunday, November 28, 2010
